The office was pristine; flawless stacks of forms in a neat mechanical hand, minimalist furniture at perfect right angles. The magistrate was a narrow, pinched woman just past middle age. Her displeasure at the extra work festival brought didn't improve her features.

They'd seen this kind of bureaucrat before. The cargo loader might not get away with just a slap on the wrist. In fact, she was so focused on sealing a triplicate form that she didn't look up when the group entered. A monk with a blue belt and narrow glasses stepped forward.

"Hello, I wish to register a complaint...Hello, sir?"

"What do you mean, sir?" the magistrate gave the monk a half annoyed, half quizzical look.

"I'm sorry, I have a cold."

"Take a formal complaint form from that stack and start filling it out."

"Never mind that, miss. I need this man off the streets; he's been illegally preaching. The revised religious calendar limits veneration of heavenly bodies to their respective name days on the old calendar. Should be a simple procedure to remand him to a petty court with a C-3."

"Pardon me, but I'm not really from around here," he said, trying to play the idiot somewhat. "What's involved in the petty courts around here? Seems like overkill, really. Guy probably didn't even know what he was doing."

Either intensely focused or bored out of her mind, the magistrate started reciting what sounded almost like a legal catechism.

"Petty courts meet every other day to dispense summary justice as defined by various city-wide statutes. A tribunal of a least two and no more than four magistrates will preside, assisted by a legal adviser or court clerk. They will assess a maximum fine of no more than five silver obols or one jade obol, a maximum prison sentence of two seasons, a maximum community service period of one year, a maximum probationary period of five years, and limited access to the ward where the crime took place in certain cases. These penalties may be at most doubled for multiple offences, either in tandem or sequentially.

Non-citizens do not have the right to an appeal, however cases may be remanded to a higher court at the tribunal's discretion."
